I don't know enough about all of the forces to decide. I can say with 100% certainty that Israel will be on the bottom of the list, though. Unless you consider large civilian causalities a good way to combat terrorism.

usually these elite counter terrorist forces are used when the terrorists have taken some people as hostages in a highly populated area,their aim is to free the hostages without any loss to civilians.Air strike is out of question since it will cause more damage to civilian life and property than the terrorist.That is why they are trained.One of the example is the november 2008 mumbai attack in which the NSG black cat commandos and MARCOS killed the militants (OPERATION BLACK TORNADO &OPERATION NARIMAN) who had taken hostages in taj hotel and trident hotel and an israeli family in nariman house.
