Is it right to enable homeless people?

There are a lot of soup kitchens and homeless shelters in the town I currently live in. The people here are always complaining about the homeless population. I see the problem very clearly. They put up all these soup kitchens and shelters, and yet they dont understand why there is such a large homeless population. I am a firm believer "that if you build them, they will come". The bible tells us to give to the needy, but I feel that all this does is enable more decadence in are society. I know that most people will not agree with me on this, but I would still like to hear other opinions on this issue.

He who set up the soup kitchens and shelters for the homeless is a real kind person,since government is not helping these helpless souls with program that only cost fraction of the corporates handout, without helps from private citizen or church, many will go hungry and sleep under bridge or sidewalk. We hear elected officials go oversea talk about how rich n great the country is, but many just refused to help the homeless without conditions.

There maybe some people who are plain lazy living in the shelters.
But I think lots of them are really needing our help. They are the kind
of people who is very down in their life. With out other peoples help
they may never survive.
