Are they beggars or cheaters?

In our world, beggars can be seen in every big city, like Newyork or Beijing. some beggars sit at a street corner or on a street brige, kowtowing with an old jug in which there are some noisy coins. They are beggars. However, I have met some other types of beggars recently, they always appear in pairs, or in a group of three, they are dressed OK, and they are always young girls or a couple with a baby, they would walk around the main street and would say to the passers-by "Excuse me, my baby is hungry or our wallet was stolen or...would you like to give some dollars for us to buy a meal or a ticket home" they would just ask for one or two dollars, but after someone gives them the money, they would would walk a few steps and turn to others for money with the same reason, i think they are cheaters.

oh i have encountered such a lady or a family a few times. they have been really insistent in asking you money for it. it was sure look like a scam to me... sometimes i give to those who looked sincere... others i have even fought with due to the fact that when i do not give, they would say awful things about you!

Yup! They are cheaters. And the government should be responsible for them, not us. That's why we pay taxes.

Beggars mostly are people who used to think easy way to gets money. They used their mounth and special sad mimic to make people feel sorry for them. I rather help orphan and very old person than beggars.

I think there are some "legitimate" beggars. Others are memebers of a syndicate perhaps. It's a tough job to beg.
