No, it's not. It's a legitimate site and a free tool. If you have read my previous comment above, I mentioned there that it is NOT a site where anyone can make money from. It is free tool that is being used by bloggers and webmasters to shorten their link URL, which is why it is called tinyURL.
To explain it further, here is a blog post entitled Blogging: How to Make Money Online Consistently, and here is the link - http://www.notmakingmoneyonline.com/archives/blogging-how-to-make-money-online-consistently.html If you will count the number of characters (including the http://)it has 96 characters all in all.
But if you use tinyURL, the characters will only be 25 which is very useful for Twitter members since only 140 characters are allowed there.
Therefore, the same link above when converted by tinyURL it becomes this one - http://tinyurl.com/daac3r If you will visit this link, this is also the same as the one I mentioned above but tinyurl is being used.
Hope that helps.

Sorry, but I think I should have included the link to the tinyURL site so you can try it for yourself - http://tinyurl.com/
Again, it is a FREE TOOL and not a site to make money from.
