I keep seeing people complain about the companies they try to work with that won't pay out to Asians. What's the reason they ban Asians, are they doing bad things all the time?

Its not that Asians do bad things all the time, its more along the lines that sending and receiving payment becomes difficult when major money sites like Paypal begin to refuse all by U.S. accounts (If I remember right, that is in PayPal's current TOS), Its a Domino Effect at its worst. When a big important company decides that they no longer want to work with a certain region, all those who do business through that big important company have to follow suit. Either way, its a lose-lose situation for a business like PayPal: Paypal loses potential income from the region, and the people who live in the region get cut out of all the benefits of having a paypal account.

That may be so, but when it comes to Ciao.com, that isn't the case. Blocking countries where 99% of the members from that country are abusing the site is the case there.

I'm talking about Ciao.com in my response too so it's clear what I'm referring too. In the last 4 or 5 months somehow lots of people from Asian countries got wind of Ciao.com thinking it was a big money-making machine for them which it is NOT. It is a primarily a consumer review site for people to come and read reviews on products they might want to purchase. The people who were submitting copied reviews were bringing the site's reputation down. Not only that there were people who clearly could not speak fluent English writing really poor reviews which were not helpful as they did not make sense but they were getting rated highly by their friends to make them more money. Now when a business is getting a bad reputation because of an influx of people submitting copied reviews or reviews which made no sense in English, why will that business keep paying out to those people? If they happened to be coming from certain countries on the whole (regardless of possibly a handful of decent and honest writers from those countries) I don't blame them for taking that sort of action. This hasn't just happened on Ciao - I understand it's happened on other sites too. If people saw past "I wanna make money fast" and thought about the long term pocket money they could make from a site - site might take such drastic action as banning whole countries. But sadly people were being greedy and not accepting real feedback when it was offered. I, myself, am of Indian origin but English is my first language as I'm British born. I would not go to an Indonesian site and try to earn money writing Indonesian reviews as I don't know the language. Works both ways huh?
