What is PTC ?

Hi, I have heard a lot about the PTC programm. and although I know that this is pay to click program and i have joined quite a few but I do not sem to be earning. I want knowledgeable people to please explain what is PTC and how the people who join in can earn from it .Once you join a PTC program then are you supposed to go to the site and click the ads everyday.I joined clixsense but whenevr I visit my profile there are no ads to be viewed, then how will I earn. Are there any restrictions for a country where I live , or anything which I have to do to get the ads which I click and whichh will pay me.Please advice good paying sites also .
