Are you prohibited to have conversation with others who is from other department

My friend and I work at a same facility. Her department's supervisor is more like a dominant type of person, and who is always want to be in control of everything. Normally, not many people really like her. She won't allow my friend and her other co - workers have normal conversation with others who is from other department. Because my friend and I from different department, she won't like it if she saw us chatting on the hallway. Have you ever encounter such "dictator" type of supervisor?

supervisors are usually hated in a company because they are the once implementing the rules and policies of the company and sees to it that the staff complies to every directive. our company is against loitering which can be related to having conversations unrelated to your job during your working hours. you should take time to read the employees handbook of your company.

I worked in a call center about a year ago and I was in the collections department. The back side of my cubical was up against a guy's from the retention department. We both worked either shifts Monday - Friday on in bound calls. Needless to say, being the least popular departments with our customers, we had a lot of time to do nothing. So we would sit and talk with each other over the wall until we got a phone call. It didn't interfere with our work at all but his supervisor decided to be come a dictator and forbid us from communicating while in the office. Just to have a conversation he would would go outside with me while I smoked, even though he didn't, on our lunch and breaks.
I think, if you can't have social interaction in the office you won't have a very productive office.
