How do you know when to take care of abandoned kittens?

I am not entirely sure if the kittens are abandoned by their mother, but I do know that the mother is not any one's pet. I found them next door today, shivering, in the yard of an abandoned house. One has slight eye discharge and I can't tell if they are skinny or not. I am worried because about a year ago I found two kittens around the same age, a week or two, in the same yard, I thought the mother would come back so I left them. Then a few days later we found them dead and kind of eaten by either birds or ants. I don't want to take it from its mother if she does come back but then I don't want them to die. I have experience raising very young kittens, but I just don't know if I should leave them or take them? I'm also worried that one of my neighbor's kids will do something with them as they constantly go back there to play or throw stuff in the window to break the glass. Any advice would be great. Right now I just left them there, I'm going to check on them later, but I have to watch out that my dogs won't do anything because they try to stick their little paws through our fence.

I think you should keep an eye on those kittens so that they could be healthy when they grow up, sometimes the mother cat would just abandon their kittens for a few days before returning to them so it is best if you can take care of them or talk to a vet about it.

I have adopted four kittens already and sadly, they didn't fare well with me. I don't know what I did wrong but my mom and brother said that I should let them play around and outside the box I put them in (of course the box is open) but I think it's because they needed their mother's milk.
I had to put them in a box and hide them in my room because my dad didn't want me taking care of cats/kittens. I have asthma and he believes that a cat's fur might trigger an attack.

You should keep an eye out for a day, if you wait much more then that they won't make it. If you see the mother in the yard or around where the kittens are then they will be fine. But if a few hours go by and she doesn't show you should probably get a box with a blanket and go to a pet store. You need to get a little kitten feeding bottle and formula. If you don't want to care for them then put them in a box and get them warm. Then go to the nearest vet clinic or shelter and let them know that you found them abandoned and you did make sure the mother was gone before taking them. Where ever you take them they will be cared for and placed in homes once they are old enough.
