To design a website you will need a webdesign software.Microsoft frontpage is a good webdesign software for beginers. Thses days hosting also comes with online sitebuilders.
You will also need a checkout script where customers pay and things like that. The hosting package will usually have this. I know some good webhosts, please feel free to ask any questions.. hope this helps!

I build websites. it takes some time to learn & deliver a decent one. with no expirience it will take you at least 1 year. ( 2 years for me ) I know PHP SQL CSS HTML and some Javascript. I use Photoshop to create layouts. I use PHP ZEND as development environment.

As cantbeatme has said, it really is pretty hard if you totally have no experience. If you do, it's actually very easy. For e-commerce like your site, I would suggest using CubeCart for beginners.
The best method is still to employ a good, reputable web designer. If your physical, or offline, store is already having good traffic then it's easy. If not, you still have to face the problem of driving people to your site, or SEO as they call it. Or maybe PPC campaigns which could be rather costly. My advice would be to engage the professionals. Do your research first before engaging a personnel or a company. It might be expensive at the start but if you look at the long run, it's definitely worth the investment.
Hosting and domain names are more costs to consider. I would say, you'll have to prepare about $1-3k to start a professional website. Most of it goes to the professional web designer. About 90%.. Haha.. If I were you, I'll probably start of by "testing" on Ebay to see if my product sells. Before I invest any money in my online website.
All in all, it's still up to you on how serious you want your business to be.

You should probably find a Web Cart program, or use PayPal to do so. Freewebs.com is a good place to start if you are looking for a place that does most of the work for you and you just pick your content and design easily. They have many great features, but that is for beginners.
