ptc sites

some ptc sites pay some members.at thesame time not paying somebody.why?

In some case there're only premium members getting paid. Maybe that makes the difference, but it must be said in the terms. The second possibility might be that the sites turn to scam after some payments. But I never see this situation indeed.
