I have a blog and I want people can post pictures on it. Do I need any plugin?Do I need any special program to install?

well, first of all, what kind of blog are you running? Is it based off of Wordpress or Blogger, or is it all handwritten HTML? It really requires more information about your blog first before anyone is able to answer you.
