how can i get read of a file that i cant delete

delete - i think that this picture i home made, dosent look so artistic to me, its just a simple picture; a black and white picture ,i've got it from the internet it seem funy at the time

i am having some problems with a file that i cant delete because i dident uninstal gta san andreas properly,i have thried everithing please hel me solve this problem,if there is a program or a solution for this problem i will be most gratefull
