I don't think it's necessary. However, bureaucratic mechanisms as such can be really inevitable so I guess children can opt to use trolley bags instead of back packs.

bags - should be kid friendly
school kids don't need to bring all books. just bring what are needed for homeworks and school works. the rest should be put inside the locker. it's the purpose of the lockers. if can't be avoided, better buy bags with strollers. carrying so heavy bags could lessen the growth of the children and break back columns.

I never had the locker facility during my school days. And can you believe it, I carried the timetable of the entire week in my bag. I was so lazy to take out my books after school. I carried almost twice the amount of weight on my back and, guess what I have a straight posture, thanks to the extra baggage that i carried around. Hah Ha! Jokes aside, I completely agree with what you said. Kids need not carry that unnecessary weight around and tire themselves. Manage your school books accordingly, bring what is required and be organized.
