I also from the Philippines and already withdrawn funds from my paypal account through UnionBank EON cyber card.I use that card to verify my paypal account and withdraw my money using that card too. yes we do have Paypal access here in the Philippines. you can use the EON card of Unionbank to be able to withdraw your money from Paypal. and that's just it. i got my EON card just last week my friend! Go to your nearest Unionbank branch and sign-up for an EON card!
