Best tool for HTML designing - prototype, wireframe

I am planning to launch my own website. Before that i want to create a prototype of my site so that i can get a feel of what i am planning. Later i can convert it into server technologies. Is any of you have created prototypes or wireframes for your website or for your project

you can use dreamweaver, and you should set a web station in your own computer, then use your free hardware as the space for internet to visit. so you can . some others can visit your hardware , your hardare as a sever. you can set the address for your web. you can visit it from internet. and others also can visit it. you can delete and add and also can come to resource of your computer through your site.

Use dreamweaver or Frontpage. Setup your localhost by running your IIS server. This will create a local development environment for you.

Dreamwaver is the best one in Windows,I think.You can design your website without coding.But it's so convinent that it will generate many code which is not so pretty good.If you want to make your website be complex in the later,you will pay more attention to change your auto-generated code.So I recommend to code without any design tools,just use a good text-editor like UEStudio etc.
