Users Agreement

At all websites scattered in the internet we always see this users agreement thing. Once you are up to the website then you want to be a member you will see it first before you can register to them. There is only one question to it, is it really needed? Cause some users don't read it anymore they say it's just a waste of time showing those very long message, they just drag their cursor down rigth to the agree button. I'm working full time in an internet cafe and i always saw these online players does it.

yes it is really a waste of time to show these boring messages to users ,but it is a neccessary step for each one who decided to join ,we should understand site owners :)

If users don't read it then how can they understand the policy of the website their entering, i think we should not be blind about this cause there might be time that users are already violating the rules and still they have'nt noticed it.
