How do you go about getting referrals and people to sign up under you?

Hi all, just saw this topic and thought id ask a question thats been nagging me for a while now,
All the sites you can use to work at home always have referral points including this one, but how do you actually get people to sign up?

So effectively join a program, put your referral link here and you should get a few hits, people interested in joining.
If it is that easy i'll be happy, i had visions of posting flyers in windows and emailing thousands of people just to get one referral who may not even be active!

you do research and actually do it your self so you can put it on your blog and refer them to that site
