Is there any possible solution to prevent fires in California?

As every year happens, California is again on fire. Million of acres go to ashes every year, and damages to houses and people are unfortunately unavoidable. Do you reckon that is there any possible means of prevention that could be adopted to stop this fire-routine?

It's very hard I think. It's very hot and dry in summer, I heard some plants can prevent the fire spread, did anyone know more about that?

I had never heard about plants that can prevent fire, I'd also like to know more about it. If that or other solution could work, maybe it is worth to try. How about a closer survelliance on the risk zones? getting a fire just when it is small would prevent it spreading at least.
