Is NoCashMin a scam?

I noticed over the weekend No Min Cashout has changed their pay out for standard members. Now to get 1 cent per click you have to upgrade your account for $1.99. I really don’t think $1.99 is that big of a deal but I haven’t been a member of No Min Cashout very long so I find it kind of suspicious. Does anyone else know about this? Is this just some gimmick to get money out of people or is it just a rare change?
