it's a portion of the whole.
if you said everyone's collective opinion was worth a dollar,one person's "two cents" would be his contribution to that dollar.
so two cents it basically an individual's commentary on a subject discussed among many people.like my posting right now would be my two cents on your topic

it is just an expression meaning everyone has a right to express their opinion or are entitled to have an opinion of their own. and the second thing it is sometimes worth that much only means that the opinion is useless and not worth anything. first one is an expression and the second one literally says that the opinion sometimes is worthless so comparing it to a small amount like two cents.

Is this a grammar question? If so, then "two cents' worth" would be a noun, used in this sense. The person is referring to one's opinion. Your two cents' worth, is an expression that is frequently used to describe or ask someone's opinion. I am not quite sure where it originated, but a lot of people use the expression.
