Does anyone know how to raise my pagerank?

I've been trying all my best to do all the SEO tips I found in the net. Post quality posts, comment on other blogs, ask for link exchanges, observe proper XHTML and CSS, and also submit my url to google. But I never understood why it never went more than PR0. Can anyone explain or give any tips?

I think you are not read the SEO properly. To increase the PR, you need to get PR juice. However, you can only get PR juice from dofollow backlink. Forum posting, blog commenting and link exchange will only provide you PR if they are dofollow. If you posting or commenting on nofollow blog / forum, then you will not receive any PR juice from them. To gain PR, always look for high PR dofollow site, it helps alot. And remember, quality is always better than quantity

The first thing I will mention is that I never, never submit to search engines. That's just like patting yourself on the back and the search engines pretty much ignore you and it doesn't help with pagerank at all.
Second, it's not just that you need to comment on other blogs, those blogs need to be relative to your own content. Plus you need to link to an internal page on your blog, a page that matches the content on the page you are commenting. Let the main page of your site take care of it's self with those internal links.
That is where most bloggers mess up with linking, they keep linking to their home page when they should be linking to their internal pages.
I never do link exchanges any more, I strictly go for the one way links only. Search engines see them as far more powerful statements about your blog than if the link is reciprocal.
Another major point is to have content that is niched so that you content is focused on a niche and not all over the place, which makes it hard for the search engines to figure out the niche.
Allow comments on your blogs but don't accept ones that don't add value to your page. If I comment and say 'nice blog' just delete me. Anything that isn't good content takes away from the good content you have.
It's all about focus.
