There's a hint of sarcasm in this. Or rather it can be held that the figure of speech of 'personification' has been used. Humans are the ones who actually work out. The helicopter and the jet have been personified, to convey that both of them have been kept busy throughout the year.

I think what the "workout" in this sentence is that the helicopter and the jet receives regular maintenance throughout the year.

In the most technical sense, workout is a noun. As to its meaning within this particular sentence, it merely means that both aircraft are flown throghout the year.
