use WOT. WOT stand for Web Of Trust. It is a free service which encompasses a map of most of the websites in the world and rates them. It is a database of ratings given to websites.
You can install an addon for your browser (firefox or IE or any other) and that addon will check each website you visit and provide you with ratings on various items such as, privacy, trust, worthiness, child safe, spyware safe, etc.
If it finds out that the website you are visiting if fraudulent then it will give you a suggestion not to visit the site. You can either ignore or respect that suggestion.

If no street address is given, it's probably a scam. Always be careful of sites that want your money. Because I've been a victim of scamming, I now check with the BBB before I have anything to do with a particular site. Don't trust any of them until you've done a thorough research on the site.
