Hucksters - leave them or arrest them?

Hi all!
I just want to share what I watched in the local TV just now. There was this woman, a huckster, selling meatballs. Basically, hucksters are not allowed in my country, because many times they threw away the sewages to the drain / brooks, and often the foods they sold was not hygienic. So, it was told in the TV that this woman was chased by a group of some kind of environment control officials who wants to arrest those hucksters. She was running with her cart, and maybe in order to avoid the officials, she also took her son (who probably aged 2 or 3) on her cart. She might be panick and probably hit something in the street, which made her cart fell down. Her son was also fell down, and the saddest thing was the meatballs' hot broth spilled out from the container and spilled on all over the boy's body!! He was taken to the hospital, but it was too late. He's dead with 75% part of his body was blistered by the hot broth. I was almost cried when I saw the mother on the TV. She said that if only the officials not chasing her, this probably won't happen. It is so sad but true. So, what do you think, mylotters? Are hucksters ok since they also need to earn for the living, or should they not exist?

Of course, they could exist, but in specific areas designated to them, like: canteen, traditional market, food court, etc. I understand that they might have to pay some rentals, which should be counted in the very beginning of starting the business. Otherwise, they can start their business from their home. Sometimes, it is more beneficial because of the "word by mouth" marketing.
Anyway, I cannot agree with the Mom on the TV. I deeply sorry about what had happened with her son; but, she cannot blame the Officers. The Officers just done their jobs. It was the Mummy's fault runs the business like that, and she was totally wrong while taking her son in to the happen.
Hopefully, there won't be any Mom again putting their children in her problems.

I don't know what to say but i am really sad for that boy. Yes if something is not hygienic for the people then it should not be allowed .When it will not be allowed hucksters will not do this business and will eventually find any other business . But if its made to be allowed , then it will draw more hucksters to start their new business in this field . I think it was stopped something for the good of the people .
