Is it an obligation that a girl wear panties or it is just common sense?

I came across this article about the Florida yearbook fiasco and found it funny and at the same time tragic that a girl was photographed in her yearbook with no panties and the fact that she did it so that she didnt want her pantyline to be seen is even more hilarious.
Now the mom is trying to make the school stop the release of this yearbook and make them remove the photo but the school refused because they say it's just a 'shadow'. You can watch the photo here, http://www.postchronicle.com/news/original/article_212231108.shtml.
I also think it's just a shadow and perhaps the girl shouldnt have admitted that she didnt wear any panties but she did which was really 'smart' and the smarter thing for her is to wear shorts during the CNN interview regarding this matter.
I just think she is weird and stupid at the same time? What do you think of this?

the photo is too little to see LOL!
according to the article she has learned the hard way that she should always leave the house wearing panties with a dress.
she goes out in public therefore she should had wear undergarment under her dress, and to think that it was fro a yearbook photo, she might had the intention in the first place.

if she didnt want to wear panties she should of wore a longer dress , it was her choice and now she is paying for it , if you are not going to wear panties then make sure that it works with what you are wearing, i guess she will know not to do it with that dress again.
