Nathan is dead?

Season 4 of heroes just ended having Nathan Petrelli dead. Since Sylar got the ability of shape shifter, Sylar became Nathan by erasing his mind as Sylar and installing Nathan's memories.
Don't understand why they keep Sylar alive and let Nathan died though they can actually use Clair's blood to revive him? And since Peter touches Sylar, does this mean that he got all Sylars power? If so, why he is not healing after their fight on the white house?
I find the last season very inconsistent and questionable.

From my understanding I know Peter can only hold one power at a time, and the power he took from Sylar is shapeshifting.
He did say "I bet you weren't expecting me to take that one."
