Anything with the word 'ex', it means belonging to the past.. SO the whole thing means that, he's refering himself to being the last president before obama ^_^ Just like how we used the word 'ex' on our gfs or bfs, after breaking up, we often name them as 'ex' because they belong to the past.. hehe ^_^ Is that clearer to u now??

It implies the period when he was the US president. Now he's not in the position so put ex in front presidency, same is ex-girfriend, ex-wife, etc.
