is performance bux is a ligitimate ptc? do they pay?

i ask this question because i am new to this website performance bux, as i reach $2 and i request my payment it says they cant process due to computer problem. i dont know if they do really pay. so i hope somebody can answer my question before i go on with performance bux. thanks and happy posting!!!
