Can it be considered discriminatory or unfair?

A manager wants to grant Internet access to one of his Field Representatives, since as part of his main responsibilities he needs to access the Internet by mean of using his cellular phone as a modem, to verify reports and helps the dealers. This feature represents $80.00 per month. The Human resources department manager alegation is that if the company grant the Internet access to that employee, they have to do it with all the Field representatives and that will cost over $5,000 to the company.
The fact is that the other Field Representative do not need to access the Internet as part of their responsibilities.
Please, let me now your opinion.

I like the way Snooze handled it - but I have to add that, if this situation was in South Africa, you would have to look at the ethnicity of the people involved, as some would definitely find, Internet access granted or not granted, the final decision discriminatory and/or unfair. This whole matter could end up in a strike action by the parties involved.

THere is nothing discriminatory about choosing how to divy up resources. It should be all about the bottom line. If "Pete" can make me more than an extra $80 a month by having internet access, then I'm gonna see to it the guy is on the web. If "Randy" can not make me more than an extra $80 a month by having access, I'm not going to grant it to him.
It's that simple. If the field rep can convince me that they'll bring more money in by having access, if I'm really about the bottom line, I have to consider it.

It may be a little unfair, but if they don't need Internet access, I don't think the company is required to give it to them.

the person/s needing to use/access internet,which may add to sales volumes,support the network(dealers)should only be provided with the facility.
