Government Bailouts - why not just give it to the people?

I have been thinking recently about all of the money that has been given away from the government recently. My main concern is that these companies have not been helping the people and yet the government says that they "can not fail". My question is how come the government (both republican and democrat administrattions)can't give the bailout money directly to the people and left them decide who fails and survives?

There is something very flawed with the whole idea of giving money to multi million dollar corporations who then turn around and give bonuses to their management. I think the companies themselves should be cutting back on the salaries of those who make $500,000 per year or more and cutting out their bonuses. That money could be better used for programs for people, I agree.
