call the party to know why payment is stopped
is there any agreement in writing specifying the terms and conditions of business
pls. send a registered post letter requesting the party to pay
wait for few days if no response, send legal notice.

First check from the Bank whether there were sufficient funds in the account of a person who has issued cheque. At the time of giving stop payment to your cheque, there should be money in the account at least for the amount indicated in your cheque. If not, it is established that intentions of giving stop payment are not honourable.
Secondly, since he has not returned the merchandiser, and stop payment is given for payment, he should be taken to court (put a case) of cheating.

You are going to have to contact an attorney and see if they will right a letter to his person demanding payment. Otherwise you will have to go to small claims court.
