Do any body know whether 100-euromail is a scam?

Three months ago, I joined this site. I upgraded to the Silver membership since it cost only $18 to upgrade. I reached the minimum payout limit in 2 months time. I requested a payout and waited . I am still waiting for the amount to be credited to my Paypal account. In my profile page its showing th amount debited. But not to my Paypal account. Now it's been more than a month. In the FAQ it's said that I will get paid if my account is in good position in a months time. I am daily getting loads of emails from them and I'm still reading them . Yesterday when I am clicking the link , it's showing Bandwidth limit exceeded. :O What shall I do now? Shall I wait with more patience or Just forget the money I spend on it? You know I am about to reach the payout limit again. :( Is anybody here who have got payments from 100-euromail.com????
