If you want to make sure that the email is legit, do what they ask by logging from your bookmarks not from the email.

I haven't received any email like that from Paypal. I also forgot the password of my account and have several failed log-in attempts but they didn't send me any emails like that. I was able to figure out what was my password, I didn't log-in to my account for2 years so I have forgotten my password in the first place but I am lucky to try and retrieve my account again. I think that you have received a scam email as there are a lot of scam emails from others lately and it will say that its from Paypal even if its not, so be careful next time.

I got something like this a few times. I believe it's because someone wants to get to your account and failed to log-in. Because one time I had tried to log in but forgotten the password, so I tried a few times. I did receive this kind of message in my email the next day. So I was grateful they did freeze it temporarily. I got log-in correctly after I went throught the lost password process.

Never, ever log into your PP account from an email link. If you get an email that appears to be from them, go to your account directly from your browser and if the email is legit you will see the same information onthePP site.
