Pickjack does pay. Since becoming a member months ago, I've been paid regularly. Even when I decreased my activities in that site, I still got paid from the questions that I've already posted. There's no limit at all, on how much you can make. The greater your efforts are, the better your earnings will be. The administrator have sent a message that ranking people and posting comments doesn't make any difference in our earnings. It's just a fun way of reaching out to the other members. Whatever earnings you make in Pickjack solely depend on the quality of questions you post and the number of correct answers you make.

Yes, it does pays, i had been pay from pickjack twice, why yes, they reduce our earning if we don't active for not certain of time(some said 6 hour). Yes if quite fun, but very low earning and spend to much time. my earning has been reduce more than 10 cents for not active there several days.

Yes. I am also a member of PickJack. And yes, its really a funny way of earning some cash. I too have earned some cash on this site. It's like a earn while you learn site. You get to earn by answering the correct questions and if you don't know the answers to some of the questions, you can learn by viewing the correct answers. But you know what the flip side is? The flip side is that, if you aren't active on this site daily, you tend to lose some earnings. And that I think, is a big big minus in it. Money is given to users like us from the funds collected from those inactive. So, suppose, I have earned a little today, and I am not able to be online for some say a day or two. Then the earnings to the active members will go from my account. And in this way I have gained a little and lost a lot. That's why I think this site is not so popular.

Yes, pickjack does pay, and it pays on time when it says it will. I know that the site has undergone many changes since I joined it, so I really can't answer the second question. One thing you need to know is that you will lose money if you do not log in to the site every day. Also, it takes quite a bit to really earn there. It is fun though, and the fun of it is the main reason I am there.
