What's the use of your dog being vaccinated if the doctor wouldn't consider it?

Why do doctors have different methods? I remember my neighbor was bitten with my dog and i brought him to the hospital in the OPD and the physician told us just to give antitetanus and in 10-14 observation if ever there is no changes or what so ever then there is no need to give antirabbies vaccine to my neighbor unless the dog died.I know my dog is vaccinated and never gone out in the street, my dog just stayed inside the house. 1 year after as we played my dog got out in the gate and there are this children playing in the street and my dog attack 1 kid. But the wound is just so small in the leg. Brought the kid with other doctor but he told us to give antirabbies to the kid with antitetanus. its just why do they have different ways, which is which is right ?
