do you buy a waterproof camera or just buy a waterproof casing?

I am still torn between buying a waterproof camera which can serve as everyday use like Panasonic TS1 or buy a underwater casing for my prosumer camera. It is a very tough decision. What do you think? I am planning to use it in the beach or sightseeing in the beach area...so what do you do guys if you plan to go to beach or pool? I will not submerge the camera in the water..just want to use it to prevent wet from raining, splashy of water from beach.

It seems that a waterproof camera is not so common. People usually pay attention to other features rather than the waterproof. So do I. I will just buy a waterproof casing for my camera. I think it's already enough. I love China
