My son has so much potential to become a great swimmer. He has the body, everything that he needs as well as great technique. However he is not as motivated as I would like and I think that he might regret it later on in life. Should I push him harder of let him be?

Have you ever pushed him before that resulted in something positive for him and later on thanking you for it? Maybe you should tell him about those times - or if you kept any of the memories - maybe it's time to get them out and talk to him about it.
I think the most important thing to do is to talk to him about it - and from that, gather what he wants to do.
I have cousins who went to piano classes and hated it because their parents made them do it. And here I am (my parents are not rich enough for piano classes) wishing that I was in their shoes (in terms of piano classes, of course). Later on, one of my cousins told me she didn't hate piano, she hated her instructor but she couldn't tell her mom that because her mom would throw a fit!
So, talk and listen! ;-)
