Should Government Provided Health Benefits Be Taken Away from Smokers?

With the drastic increase in health care costs that are paid ultimately by tax dollars, should smokers have reduced health benefits? If someone makes the decision not to take care of themselves, should it really cost the taxpayers more? I'm talking about people with empyshema who STILL continue to smoke, along with those with COPD and other related illnesses!
