Hi,
Firstly, get a web host and domain name. For paid web host and domain names, you may need to spend around $10 per month. There are also some free web host and domain names around. After you signed up for web host and domain names, there will be wizards in guiding you how to create a website.

it all depends on how you want to make the website. If you want the website to take 3 years, and cost you $39,000 I suggest you go to college and learn programming. If you want to create the whole website by hand, but want to do it in your spare time, I suggest you take a look at the tutorials for HTML at http://www.w3schools.com/ If you only want to post pictures of your dog or loved ones, then I suggest you try http://www.flickr.com/ If you want a quick and easy way to tell your friends about your day to day life, then http://www.blogger.com is a great way to go.

well i would like to create a website where i can write and blog about my views on things as well as promote my short stories and DJ mixes that i have done. What i want it to do is to gain people's attention and have them enjoy both a good read and some good music

If you only want a blog... are you sure that you want to go through the truoble of buying a domain, having it hosted, and setting up a blog managment system? There are plenty of places online such as squidoo and blogspot where you can do blogs and not spend a dime.... granted its not as "cool" as sending someone to http://www.myowndomainnamehere.com/.net/ etc but its free and the maintenence is easier.
If you still would like your own domain, need hosting, and want to know of some blog managment systems I can still help you out... just let me know.

you have given nice tip. but you are violating the mylot terms by posting links in discussions so never again do that as first of all your account can be at risk and also you will not get paid anything for such discussions.
