By putting up polls and asking your readers to contribute their thoughts about your posts. Don't just assume they will comment or be active with your blog at the end of you post tell them you want them to ask questions, leave comments etc.
If they feel they are part of it and you are genuinely interested in what they have to say and you are attentive to their questions they tend to become more interested in what you have to say and will visit more often and tell friends.

Well mine is a personal blog.. =D although I don't really market it, still I make it presentable to those who would stumble upon my blog. I agree with the previous responder, a good template is a good start. Currently I'm okay with my two column template but I might do some facelift some other time.. Usually I make my blog posts attractive with pictures and font colors since I'm naturally an artistically-inclined person so I want more colors =D And aside from personal insights, I also post my thoughts about a recent discovery or information I've learned from others. And since I'm also a nature lover I also usually write down ideas about what I feel about these issues that concern me.. My blog really says everything about me-- opinionated, colorful and expressive.. =D
