Variable Annuities with Fixed Accounts

What are your thoughts on opening a variable annuity and putting 100% of the money money into the fixed account instead of putting it into the market? How fearful do you think people are of the stock markets still? Do you think it defeats the purpose of having a variable annuity if you are putting all the money into the fixed account? What trends have you noticed in the Financial sectors lately?
