why can't gambling/betting be legal everywhere?

gambling/betting is illegal in the country where i come from
it seems ironical when you know highest amount of gambling is done here as well
when thins are illegal people find ways and means to bypass the laws
its not that government doesn't know but they are halpless as well
i think when you cant stop things which are inevitable ,things should be made legal

Where do you come from?
I guess some governments see gambling as destructive... it really can ruin people's lives if they don't know how to gamble responsibly. There are hundreds of thousands of people who are compulsive gamblers who spend all their money on gambling and some even resort to stealing to get gambling money. So, while it can be fun, there is a huge potential for negative consequences from gambling.
On the other hand, it is much better to have legal gambling, which is going to be a lot more fair than underground gambling. If the government can regulate the payouts from machines and tables and set anti-cheating measures, it is likely to be much better for the public than a poker game in some guy's basement.
Overall, I am really not sure what my solution to all this would be if I was running a country... I do gamble myself, so I guess I am biased towards saying everyone should be allowed to do it lol.
