Best way to handle a lying bully?

Suppose you deal with a child who always starts arguments and fights with other children, always threatens to or actually does hit the children, then when her mom comes around she puts in the innocent face, swears she did not do anything and that people are just picking on her and mom believes her and backs her up by verbally attacking the children and /or parents? You want to avoid confrontation but your child is one that is being bullied and because you complain about it you are now treated as if you are mistreating the bully. Is it better to just walk away and ignore the bully, or to confront them? I know bullies like attention and confrontation does give them some level of attention.
