flaky lips

Does it bother you to have flaky lips. Before I do my make-up early in morning, I exfoliate my lips by rubbing it with water then a cloth. When I put on my lip gloss then lipstick (i do the gloss first because my lips are dry)...after a few hours, my lips starts to dry up then I drink water...it now starts to flake. I have to rub it off and remove the dryness then apply lipstick again! Have you ever had this problem...and how did you resolve it?

I has never seem this Problem in my life..
Because i am not using my lips to the Lipstick..
I am a men and if my lips are dry as usual i am also drink the water..
