what to do to those teachers who do not teach?

Sadly, there's not much you can do. I am in my fourth year of college and I've had many professors who did not "teach". My worst experience was with a math professor. The best thing to do, is to speak to you're advisor [if you are in college] or you're counselor [if you're in high school]. They will advise you on what to do. I did this for that math professor of mine and they set up a meeting with the dean of the department. And although my school had a policy against firing professors, they did speak to her and I heard she got better [through friends who took her class in the later future.]
