The only solution we had with our dogs until they were "fixed" was to seperate them. We had a friend that would keep the male their house until the female was finished. Otherwise it was torture to hear the male yearning for the female. Unless you plan to breed them I would totally spay and neuter. Its better for everyone.

Remedy #1 - spay your girl.
Remedy #2 - neuter your male.
Or do both... no more bloody mess or incessant barking at girls in season. Males also tend to go off food when a female is in heat which can result in poorer health for him as well as increased chances of health issues for your unspayed girl.
To answer the question on the pill, yes, there is a medication you can get to prevent heat cycles in your females. This is something occassionally used by those who show dogs and don't want to disrupt their show schedules and dealing with heats but will likely want a litter in the future. This medication is not without it's risks, however, and it's expensive. Not all vets will prescribe it. You'll need to contact a canine reproduction specialist. Be prepared to be told no if your dog is not pedigreed.
