Like other countries here in Philippines, some businessmen engaged in internet cafe, almost all of the corners of our city here in Mindanao have this. You could see here kids, teenagers and even parents and oldies. Every one has its own purpose, mostly for kids they play online games, With this case, more students tend to do cutting classes.Hence the local government here pass an ordinance to prohibit those various net cafe to let the minor age especially the kids to enter even without class has no exception.

It is easy to blame the Internet as the main cause for juvenile delinquency. Children learn from what they see, hear, smell, touch, and feel. These things can be found everywhere. There is a Malay proverb which roughly translated means, 'When the teacher passes water while standing up, the pupils will pass water while running.' Who are the teachers? The adults around them. So if we want the children to behave themselves, the adults (teachers) have to give good examples. I am mentioning this as a former teacher. Many kids do not really understand complete prohibition. Maybe it is better to inculcate moral values in the children. Suspend access privileges to those caught doing things which they are not supposed to do. In the case of my own children it is a one week suspension. Will the prohibition reduces truancy? Most probably not. The kids will find something else to occupy their time. Maybe they will get involved in something even more serious and damaging to the future of the society.

Government need not punish the children in this way. Internet is useful to people of all ages. If the government restricts them from using inetrnet, students cant use internet for studying purpose also. Generally games are meant for relaxation, physical activity after long time of studying. Parents and teachers can encourage them to take part in outdoor games instead of indoor game.
