How am I suppose to transfer funds from my Paypal account?

Does anyone here tried to withdraw funds from his paypal account? I don't know whats the problem behind. I just enrolled my bank account (Banco de Oro)and tried to transfer funds but I failed. I also tried to register my credit card (mastercard) as instructed but still I failed.
Please help.
