Upgrade for smog/reliability

I have a carburated 2.2 automatic with AC and 49K original miles. I am the original owner, and the carb has always been a problem. I would like to upgrade to a later model Throttle Body Injection system. I realize it would probably require the TBI, manifold, wiring harness, computer, and dashboard instrument panel from a donor vehicle. Maybe a donor vehicle would be the best way to be sure I have everything. I would have to re-certify the vehicle through the California BAR. Any ideas or comments?
