How Safe is the Philippine skies?

Did you know that the Philippines is categorized by the FAA as Category 2? Which means it's not that safe to fly within the Philipine skies.. A friend of mine who works with Civil Aviation Authority of the Philippines says it is not the technical personnel rather the Management which is to blame. Imagine the low salary and the working conditions these airmen have to deal with? While the guys in the higher ups only have to deal with how to waste the money of the Filipino people. Imagine a bible study, values formation division with a budget of millions of pesos? Do we really need such? Maybe, to pray that we do not have falling debris of metal from the sky.. What a waste..
